Clemens, possibly, if you discount 'roids. Best of my time, Greg "Mad Dog" Maddux gets my vote.

I would say Steve Carlton or Nolan Ryan. Carlton won 27 games on a 59 win team.

Pedro had the greatest few season stretch IMO, but its hard to beat the long-term numbers of Nolan Ryan. Guy dominated for a long ass time
