You are truly sick in the head if you think Giants bullpen is better than Padres.
Padres had one of the better bullpens of the decade last year, and their closer only blew one save.
Plus Giants closer is on DL.

So I guess cleanuphitter.com lies then after this site personally made me profitable every season in baseball. Now of course its not just cut and dry, I have a system I follow when using this site.

Those ratings use a formula that stadium adjusts several stats over two different time periods, one fairly short and one of of medium length, and compares them to league averages. Most teams should get a C rating ("C" doesn't mean bad, it just means the formula results fall within about 1 standard deviation of the league average).
Padres pitchers are likely to be often graded slightly lower than what a person's gut feel would say, because of the stadium adjustments for Petco. For the same reason, Texas pitchers are sometimes graded a little higher than what might seem right.
