At what point does the wind play a major factor in games?

different from stadium to stadium, but disregard anything under 10 or 12 mph.

depends upon direction, ballpark, type of pitchers, and the hitters on the squads

i really take notice with "gusting winds 15>mph"
remember - the line is always adjusted for, so try and get this info early to get the best total possible.
i remember once i was at wrigley - we went behind home plate and tossed a napkin in the air - the napkin flew towards CF in a split second. my friends and i were fumbling our cell phones out of our pockets so fast to pound the over. game was like 5-5 in the 2nd inn and flew over by the 4th.
