Well Perdo's biggest issue wasn't bad teams as much as a shortened career..

Perdro Appeared in 476 Games ( ranks 109th in games started) and won 219 --

Of players with more wins than Pedro only three have fewer than 500 games, and no one over 300 wins had less tha 618 games.

Pedro is easily first ballot HOF. His 1999 and 2000 are among the greatest seasons of all time, and at the height of the steroid/HGH stuff too. 0.737 WHIP in 1999.

maddux 95- 1.63 era, 209 ip, 181 so, .811 whip

considering the competition and the difference between national and american leagues, i easily take pedro. Hell even not considering maddux was pitching in an easier league, you can still say pedro had the better year with considerably more strikeouts a better whip and only slightly worse in the era department.
