With the wind blowing out in a game, how fast does it need to be blowing before it becomes a factor? Right now the wind in the Toronto/Texas game is blowing out at 9mph.

in football 20 m/hour is not a factor, it's primary decisive factor, donno bout baseball

I think it would vary from stadium to stadium and how the air pushes through a stadium. Just because it's blowing out, doesn't always mean HRs will fly out - except Wrigley which is more often than not the rule that with the wind blowing out, you will see runs and totals inflated.
