I read this quote somewhere once:

Bet on any pitcher with a decent WHIP number and a + ML.

What would be a "decent" WHIP number?

1.20 or lower I feel is a good WHIP, but I wouldn't base betting on a game just by that.

1.00 or under is considered outstanding. 1.5 or above is considered mediocre to bad. No hard science here, just my opinion. There are pitchers on both sides of the scale. El Duque and C.Young were under 1.00 at some point this year. J.Hamels, the kid who pitched game 1 vs. the Yanks today has an away WHIP of 2.45.

I think you have to consider WHIP in daily handicapping. In my mind it's pretty important to have an idea of how many base runners a pitcher allows on average per inning.
