What are you talking about? I didn't have the Under yesterday either and I even commented on BIGDAY's thread that it is tough to play an Under at Wrigley when wind is blowing out. I had Twins side,and I think statement you are thinking of is I thought Berrios would be less affected by the wind because of his low hard-contact rate and high strikeout rate.

I miss the days when rangers stadium had that “wind tunnel” effect when the wind blew in hard from right. Think it had more effect then even in wrigley but then those pricks did something to block the wind and ruined a good thing.

Absolutely not. Matters in any park that doesn't have a roof. Wind can easily make a difference of +/- 5% in a number of parks.
