Why is the Twins/Rangers OU so high?

i read that Santanas highest era has been at the texas rangers ballpark...hes been lit up there but a bunch of those starts came when he was with the Angels so not sure it really matters.....not a fan of Cashner ( i usually fade this bum) at all so staying away
