I have a very short data base on Velazquez, who has made only 1 prior ST start and has no MLB history, but I was impressed with his start versus the Rays 2/26 when he struck out 4 of 10 batters in two innings, surrendering only 1 walk and 1 earned run. The significant thing here though is that the Red Sox are a much better righty hitting team than the Pirates.
