#2Depends what you're looking for.
Traditional public leagues - I'd go with Yahoo.
Massive points contests with daily transactions, I would have said Rotohog (which I won last year), but they eliminated most of the prizes. Maybe TSN...pending launch of ESPN Baseball Challenge and Facebook Salary Cap Baseball (so we can see if they've got prizes this year).
Daily contest leagues for cash...well, I'm biased here cause I run one. Let's just say that some of your options are Draftbug, Snapdraft, Drafthero, and Fantasysportslive. You can form your own opinion of which is best, since several of them are free to register.
Huge contests with weekly transactions...I guess either NFBC or one of the CDM games.
It really all comes down to what you're looking for.Comment -

#3There are a bazillion sites to choose from. Any that charge you for a basic league, just pass them by.
Best leagues have been and always will be those between friends, i.e., people you know really well and not just someone you met on the internet two days ago and now this is your OMG BFF LOL.Comment -
