Meh, some teams aren't comparable though, and some teams it's not as accomplished of players. Who really knows I guess, though, for sure.

If those players aren't that accomplished and using roids, then doesn't that mean roid use is overblown too proportions that don't warrant the penalties for using them?

Penalty-a punishment imposed for breaking a law, rule, or contract. In this case one's imposed by the MLB front office for using roids.
