This is wrong on many different levels. First, just because a rich person can afford to consume more doesn't mean that person would. Many rich people have a lot of self control.

It is crazy to say that without an 80% tax rate we would still be in a depression. We had depressions before there was an income tax and came out of all of them without taxes. Many economists, about half, say it was FDR's policies that prolonged the depression so much.
