Pick a country where the police (and the bloody people) think cops shooting people is not acceptable, only an extreme last resort and every time it happens the incident gets seriously investigated. Not just to point blame, but to work out how to prevent a cop having to kill that way next time.
That will probably be more like the society you are looking for.
Seems crazy weird seeing how many nut jobs rush to say people should just do what they are told if they dont want to be shot. What a pack of morons. Here I am officer... you have the right to execute me if you get scared for any reason! Thats just fine. We require an IQ over 95 and pay $13/hr for cops... thats the sort of people I want acting as judge/jury/executioner in society
Just train the cops how to handle fear and that it is unacceptable to shoot people (like most Western countries) and the whole problem will be solved fast. And no, the crims wont take over the streets if US cops stop shooting hundreds of people every year. Ordinary citizens will feel a lot safer and more willing to assist cops though.
Same percentage of Canadians own guns as Americans apparently btw. It's only the attitude and sense of fairness in the culture that differs. Fair never seems to come into the conversation for the USA, unless it's some dumb-ass claiming it's not fair for them personally because they didn't get every single thing they want. it's like the definition of fair was never mentioned in US schools and the majority think it just means 'the best for me'.
