    At this point, despite the obvious flags and mounds of speculation, it doesn't sound like the IRS themselves think he's broke.

    If he was broke, they'd probably grant him the payment plan.

    Ok.... I will say this one more time.

    If if he had liquid investments, he could borrow against them for less than half what the IRS charges.
