so you would say know it is half , closer 100 , if you consider they aren't in the us, if they are at 100 then i can see why they don't want the hassle of dealing with the u.s. justice dept.

they don't hold anywhere near 4.5% + all the expenses, etc.
Though their handle is surely way higher than that now
