Because so many of them recruit for the physical attributes first (tall, strong arm, etc) thinking they can turn them into productive QBs. But so many of them just don't have the mental aspect to be an elite QB. Driskel is a perfect example of this kind of guy, while Russell Wilson is a perfect example of a guy the top tier schools would never touch because he fails in the base metrics. There's just not that many guys out there that have the mental side of it as an 18 year old, and at that point it's REALLY tough to know exactly what you've got, and in an extremely competitive recruiting environment, they tend to play the numbers game and hope it works out.
