This depends on the surface. And also current rhythm.

I mean as far as variety and overall serve Federer is without a doubt the best serve in the game in my opinion. But you got guys like Isner that can win almost every service game. Tsonga and Del Potro have wicked serves when they are healthy. On a clay court Almagro is a top 5 server.

The best returners in the game are Murray and Djokavic. When healthy and in form, Nalbandian was the best returner in the world and one point and we saw flashes of that this year as well.

If you want guys who don't return for shit, look on the list of the biggest servers MPH wise like Isner, Kevin Anderson, Karlovic - they are all fairly poor returning. Not coincidentally, they are all tall guys.
