Wager Chief has recently gotten a more friendly bonus structure. I believe the rollover was 8 times (and three weeks hold?) but it is now only 5 times no hold. Of course the bonus has gone from 25% to 20%, but still a good deal.
The lines aren't the best if you are in it for long term profitability, but with the good bonus it is good for recreational players. You can also opt in to get the 15% freeplay bonus on your net losses once a month on top of any deposit and standard bonus. I think there is a rollover on that too but it is a good deal.
I don't think you would have any problems getting payouts from them as BetPhoenix are standing for all the funds. They will probably join BetMania and Sports-1 in the B- range by the end of the year.
Except for the net losses bonus at Wager Chief I would say BetMania is the better choice all around for most players if you want to post up with a phoenix book. They do offer a 25% freeplay on net losses after the football season, but you have to be a VIP to get it.
