21KBet (SBR rating D-) is currently not paying players that deposited via Moneybookers. In an unusual twist, 21KBet pins the blame on Moneybookers by claiming that the eWallet service "does not pay" deposited funds. The most bizarre aspect of 21KBet's assertions is that funds sent by a user to their Moneybookers account is immediately available in their balance.
