Police Chief Busted Paying Woman So He Could Repeatedly Rape Her Child

Fayette County, WV — The idea of a family member selling a child relative for sex is absolutely horrifying. It should shock even the most callous of individuals. In America, we are told, police are here to protect us from the likes of these monsters who would dare peddle in the exploitation and abuse of children but often times, it is the exact opposite — as the following case illustrates.

Kristen Naylor-Legg, 28, is a despicable human being who sold her own underage family member for sex. She pleaded guilty to the charges this week of conspiracy to engage in sex trafficking of a minor under the age of 18. The man who people put their trust in to prevent such atrocities, Chief of Police for the Gauley Bridge Police Department, Larry Allen Clay, Jr., was not only failing to prevent it but was participating in it as a customer.

Clay, who is the chief of police and an employee of the Fayette County Sheriff’s Department was participating the the sex trafficking of a child by paying Naylor-Legg to have sex with her underage relative.

“Chief Clay’s heinous conduct in this case is one of the worst examples of police misconduct and abuse of power imaginable,” attorney Russell A. Williams told The West Virginia Record over a civil suit last week. “We look forward to holding him accountable for his unconscionable violation of our client’s rights and breaching our collective public trust in law enforcement.”

According to the U.S. Attorney’s Office for the Southern District of West Virginia, Clay sought out sex with the trafficked child on at least two occasions. Naylor-Legg admitted that on the first occasion she was paid $100 by Clay for sex with the child. Then, on the second occasion, Naylor-Legg indicated that Clay had agreed to pay her $50 in exchange for sexual intercourse with the minor but then refused to pay her while still having sex with the child.

“Naylor-Legg told plaintiff that she needed to have sexual intercourse with Chief Clay in exchange for money because the family needed the funds to keep the utilities on in their home,” the complaint states. “On the evening in question, Mrs. Naylor-Legg drove plaintiff to a remote location on Cain Branch Road, just outside of the City of Gauley Bridge, to meet Chief Clay.”

There, the plaintiff claims, the on-duty chief arrived in his police cruiser. Wearing his uniform, he unzipped his pants and ordered the plaintiff to perform oral sex on him. Then, she says he bent her over the side of his cruiser and had sexual intercourse with her. He then paid Naylor-Legg $50 in cash and told the plaintiff to “keep her mouth shut” about what had happened and not to “tell anyone.”

Clay and Naylor-Legg were codefendants in the same case until the latter pleaded guilty this week. This monster faces up to life in prison when she is sentenced on December 9, 2021.Clay’s trial is now scheduled for November 9, 2021. This chief of police and sheriff’s deputy is charged with conspiracy to engage in sex trafficking of a minor via coercion and sex trafficking of a minor via coercion.

According to the Department of Justice:

"This case was prosecuted as part of Project Safe Childhood, a nationwide initiative of the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorney’s Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute those who sexually exploit children, and to identify and rescue victims."

What this case illustrates is what TFTP reports on regularly — police officers across the country are constantly being caught in the most insidious and horrifying situations. Many of these situations involve sexual misconduct and many of those involve children.

What’s more, many times these monsters face little to no accountability for their actions. In May, an officer who allegedly wanted to sexually violate both an adult and a child at the same time, used his position as chief to attempt to get there.

Vineland Police Chief Rudy Beu is in charge of over 150 cops within the department. One of these cops, who has been with the department for more than a decade reported Beu for sexual harassment in 2017. This is not your typical, “sleep with me to get promoted,” harassment, however. This harassment involved the officer’s wife and underage daughter.

After a years-long investigation, Judge Raymond A. Batten ruled Beu, 60, was guilty of insubordination, conduct unbecoming a public employee and neglect of duty as well as other charges over these allegations. But this alleged child predator cop’s blue privilege was thick and he wasn’t even suspended!

Cop Admits He Used ‘Incest App’ and Paid $200 to Rape 2 Young Children, 8 and 10

Jersey City, NJ — As the Free Thought Project reports on a regular basis, police officers are caught on a regular basis preying on society’s most vulnerable. There are so many of these instances that we cannot possibly report on all of them. However, some of them are so over the top, that we feel compelled to call them out. Disgraced Jersey City police officer Stephen Wilson, 34, is one of these cases.

Wilson is a veteran law enforcement officer and has been with the Jersey City PD for over a decade. After his arrest in February, the department quickly distanced themselves from him, however, and the red flags began to surface.

After his arrest, Wilson was charged with conspiracy to commit human trafficking, attempted aggravated sexual assault and child endangerment. During a plea agreement last week, Wilson admitted to using an “incest app” that connected him to human traffickers. According to his confession, he paid human traffickers on the app $200, to supply him with two girls, ages 8 and 10, who he could rape in Atlantic City.

According to police, Wilson was intercepted in Atlantic City before meeting the human traffickers. This public servant and married father had condoms and $500 cash on him when he was arrested.

Last week, instead of going to trial, prosecutors offered Wilson a deal in exchange for his confession. On October 21, Wilson will begin an 8 year prison sentence and will also have to register as a sex offender and will be put on lifetime parole supervision once he’s freed. This lifetime parole is part of an initiative passed in 2018 called Megan’s Law.

The sentence should “serve as a warning to anyone who believes they can exploit or prey on innocent children.” Acting New Jersey Attorney General Andrew J. Bruck said. “Predators like Wilson will go to great lengths to sexually exploit children, but law enforcement will go farther to bring them to justice.”

“Child predators like Wilson are not only using more sophisticated technologies, but they are networking with other abusers in order to find their next victim,” said New Jersey State Police Supt. Col. Patrick J. Callahan.

As stated above, Wilson raised several red flags over the course of his career, up to and including an instance in Atlantic City where he disappeared and lied about his whereabouts. When a journalist with the RealGardenState.com asked the department about Wilson, some of his fellow cops said they suspected Wilson was “off” and were not surprised by his arrest. According to their report:

"Following the arrest, JCPD sources reached out to Real Garden State expressing their disgust with the horrific allegations. Many were not shocked and essentially stated there was 'always something off' about Wilson. Some even suggested there might have been warning signs.

One of those warning signs, according to multiple JCPD sources, was when Wilson briefly went missing in Atlantic City after the New Jersey Law Enforcement Memorial Service in Ocean Grove, NJ, on May 21, 2019.

As the story goes, Wilson was apparently with multiple JCPD officers at the memorial service. After the event was over, and unbeknownst to anyone else, Wilson went to Atlantic City that night. He was supposed to work the day shift on May 22, 2019, but wasn’t present for the JCPD East District roll call (either 7 or 8 AM) and a search for Wilson was launched when he did not respond to phone calls & text messages.

During the search it was discovered that Wilson supposedly told his father, who he was living with at the time, that he was staying with his girlfriend the night before, per sources. The girlfriend was subsequently located, but the woman didn’t know where the officer was and became distraught.

Sources say the girlfriend was an Asian immigrant, had difficulty communicating in English, and was living with two other women. During questioning, it was discovered she was pregnant with Wilson’s child. Without sounding xenophobic/racist, the situation was deemed bizarre at the time by JCPD officials."

These same sources said a photograph of Wilson with his wife and child also surfaced which raised several red flags. According to the source, without going into detail, the photo showed Wilson’s child wearing an outfit with a sexually suggestive message on it.

Luckily, for at least the next 8 years, this monster will be where he belongs, in a cage. While 8 years may seem like a light sentence for Wilson’s crimes — and it is — other officers often commit similar atrocities and never see the inside of a jail. Hopefully, this is a sign that things are changing.

Cops Who Bragged About Being ‘Bad Boys’ Jailed for Cocaine Trafficking Conspiracy

Miami, FL — As John Dalberg-Acton famously stated, “Power tends to corrupt, and absolute power corrupts absolutely. Great men are almost always bad men…” When society grants authority to people — who are prone to corruption — many times, these people will use this authority to enrich themselves and violate the laws of the system that grants them their power. Because of the war on drugs, bad cops are put into positions all the time that allow them to make money breaking laws which they will arrest others for violating.

Two of those corrupt cops are Miami-Dade County officers Roderick Flowers and Keith Edwards Jr. who were arrested last year for their participation in a cocaine trafficking conspiracy. They were doomed from the start of this venture, however, as the cocaine was fake, and the people paying them to traffic it were DEA agents.

Next week, Flowers and Edwards will start their prison sentences and for “being bad,” they will sit in a cage for the next 15 months. Upon finishing their sentences, both “bad boys” will remain on house arrest for two more years before serving five years of probation.

According to the Miami Herald, as part of their probation, both were also ordered by U.S. District Judge Paul Huck to serve up to 1,000 hours of community service a year.

The bad luck for these self-proclaimed “bad boys” started when the DEA began meeting with a money launderer for the Sinaloa Cartel, Manuel Hernandez. Hernandez helped launder more than $100,000 for the DEA source and began investing into cocaine shipments, according to the DEA.

In September of 2020, Hernandez bragged to the undercover DEA agents that he had Miami cops on his payroll. As WINK reported at the time, the source asked Hernandez if an officer could identify a license plate number for him. Hernandez got the information back within 10 minutes. The DEA says computer records show it was Flowers who looked up the plate.

Now that the DEA source knew that Hernandez was not bluffing about having Miami cops on the payroll, the source told him that he needed the cops to provide protection to move a shipment of cocaine. Flowers quickly obliged and even bragged about his shooting prowess, adding that he had another cop friend who could help.

Flowers, whose dad is a police chief in a suburb of Miami and whose sister is also a cop, then set up a meeting to introduce Edwards to the DEA source. The DEA says Edwards agreed to take part, saying that while he understood the source’s business, his job would be to provide personal protection and he would have nothing to do with the actual drugs, saying he is a “cop’s cop.” The source also paid him $5,000, WINK reported.

Edwards and Flowers then traveled with the source who picked up what they thought was a massive amount of cocaine, 10 kilos, and moved it 50 miles to a hotel. In a move that could’ve been in a Hollywood movie, after they trafficked the fake cocaine, the DEA source hugged both cops and said “welcome to the Sinaloa Cartel.”

Fast forward to last November and after the DEA and FBI built their case, these two corrupt cops were arrested.

Ironically enough, these two cops often acted as if they were the “Bad Boys” from the Hollywood movies. Flowers even used the name “Mike Lowrey” as his Instagram handle.

Edwards posted a photo of himself and Flowers dressed up like the fictional detectives with the caption: “We ride together. We die together. Bad Boys 4 Life.”

It is important to point out that America’s war on drugs is what created this entire scenario. If drugs were legal, there would be no cartel smuggling cocaine and the temptation from bad cops to help the cartels traffic it, would be non-existent.

Luckily, people are beginning to realize this and the drug war is crumbling.

I support the death penalty and public hangings for murderous thugs. If you are guilty of killing someone for greed or evil intent for any reason COPS included then hang em all high..

Not to many dirty cops out there like the fake news makes you want to believe. There is certainly a few dirty cops out there though but there are a ton more murderous thugs out there in comparison.

I choose to support cops and civil peace always!

Well, at least you support bad cops being hung too...personally I don't support the government being in the business of violence and killings - government resources could be better used elsewhere.

But this thread is about exposing bad cops so as long as there are bad cops around, this thread is helping society get rid of bad cops.

Cops Arrested After Beating Teen So Violently, They Left Boot Marks on His Face — For a Speeding Ticket

Stockton, CA — Body camera footage released in April highlighted the gang mentality of many police officers as it showed them violently beating a 17-year-old boy over a traffic stop “like a pack of wolves.” It also illustrates how far cops will go to enforce a speeding violation. But this story does have a silver lining as the two cops responsible for the beating have been indicted.

San Joaquin County district attorney Tori Verber Salazar announced that former Stockton Police Department officers Michael Stiles and Omar Villapudua were each indicted on felony counts of assault by a public officer and assault with force likely to cause great bodily injury.

“This grand jury indictment reminds us all that when police use unlawful force, they undermine community trust,” she said in a statement. “As the daughter of a police officer, I know how important that responsibility is to restore community trust, safety, and honor to the profession.”

“This is the start of something that we’ve been asking for, for police officers to be prosecuted,” George Carter, Devin Carter’s father said. “It’s just the start of a new beginning. And the city of Stockton has taken a step toward making things right.”

Naturally, the Stockton Police Officers’ Association is speaking out against the charges and defended the officers, saying in a statement that their actions were justified because Carter “actively resisted arrest” and “presented an imminent threat of death or seriously bodily injury.”

    But this simply isn’t true.

The incident unfolded in December of last year, when 17-year-old Devin Carter, a high school football star was accused by police of driving his vehicle over the speed limit. When police pulled him over, cops pounced on him like wolves tearing apart a dear. The entire time, cops were accusing Carter of “resisting” but as the video shows, that was simply not true.

The video was released by John Burris, a civil rights lawyer, who is representing Carter and his family in a federal lawsuit against the Stockton police department.

“These vicious cops acted like a pack of wolves and Devin was their evening meal,” said Burris. “I have not seen a police officer beating this outrageous since my former client Rodney King was beaten by LAPD officers back in March of 1991.” After you watch the video below, you will likely agree.

“The officers’ conduct was so atrocious that they should be criminally prosecuted,” Burris said. “The most troubling aspect of this case is that these officers must have believed that they were somehow immune from department discipline and could get away with their conduct knowing that their body-worn cameras were on.”

In the video, Carter is heard repeatedly telling the officers that he is “not resisting” and it was clear that he wasn’t. Nevertheless, the beating continued.

According to police, Carter was driving a Mercedes erratically at more than 100 miles per hour when a police vehicle attempted to stop him for speeding. Police claimed that instead of stopping, Carter shut off his lights and led officers on a three-minute chase.

Eventually, Carter came to a stop after police rammed him, causing his side airbags to deploy.

Carter is 17 and made a poor decision, but what happened afterward, was a far greater crime than driving fast and running from the cops — and that crime was four grown adults beating the hell out of a defenseless kid.

According to the lawsuit, Carter, who only “may have been” speeding, remained in the car with his hands above the steering wheel, until an officer yanked him from the vehicle and slammed him to the ground without warning. As Devin Carter lay in a fetal position, an officer kneed him in the face, the suit alleges. “Officers’ body camera footage shows that multiple officers began to repeatedly punch, knee, and kick Devin Carter in his face, neck, and back as he laid in a fetal position screaming in agony.”

While he was on the ground Carter was screaming out in agony, begging the four cops who were beating him to stop. According to Burris, Carter thought that this was it, and police were going to kill him.

Fortunately for Carter, the beating stopped and he was eventually placed in handcuffs and booked into juvenile detention for evading police.

In March, Michael Stiles and Omar Villapudua were both fired for using excessive force and now they have been charged.

California Legislators Continue To Anger Cops By Introducing Legislation Demanding More Transparency And Accountability

An immense amount of reform has hit cops in California over the last few years.

The state very recently made it possible for public records requesters to obtain records about police misconduct -- something that had been statutorily-shielded for decades. That, of course, made local law enforcement agencies unhappy. They sued. They let the state Attorney General argue against the interests of California residents. They f@#$ed around and found out. And yet, they still pretended they could shred their way through this.

There's more reform on the horizon. If cops didn't like having their misconduct records being made available to the public, they're really not going to like what's coming next. The general public could have access to even more records -- ones that may confirm assumptions about cops and their motivations.

In the two years since a state transparency law went into effect, San Francisco police have released previously secret disciplinary records from dozens of police shootings and a few incidents of police misconduct.

Now the same state lawmaker behind Senate Bill 1421 is pushing new legislation that would expand the scope of disclosable records beyond the current parameters, which only include shootings and proven allegations of dishonesty or sexual assault.

The new legislation, Senate Bill 16 by Sen. Nancy Skinner, D-Berkeley, would also require police to disclose cases involving sustained findings of bias or discrimination and unlawful searches or arrests.

All this bill needs is the governor's signature. That law enforcement failed to have this killed before it could make its way to the governor's desk perhaps indicates their unions and lobbyists are no longer as powerful as they once were. And police officers have no one to blame but themselves for the lack of sympathy displayed by politicians and the public they were supposed to be serving for all these years.

    BUT WAIT! THERE'S MORE.

Let's sit back and enjoy the vicarious anguish of government employees who've gotten away with so much for so long. More trouble is on the way for the supposedly small group of "bad apples." (Cop shops love their bad apples, btw.)

Senate Bill 2, authored by Senator Steven Bradford (D-Gardena), would remove some immunity provisions for law enforcement and peace officers, as well as public entities employing them who are being sued because of something they did.

Under the bill, if former officers are convicted of a felony, they can never return to any kind of peace officer position. Although, those who are later found to be innocent, or if their conviction is reversed or expunged, can. Likewise, applicants to law enforcement positions would be disqualified immediately if they are found to have committed crimes against public justice, such as bribery, falsification of records, and perjury, or if they had previously had peace officer certification revoked.

This seems so obvious it shouldn't be controversial. Bad cops shouldn't be allowed to become sign-able free agents if they've violated the law. They're in the law enforcement business. If they can't follow the law, they shouldn't be able to call themselves law enforcement officers.

    Of course, there's incoherent opposition.

Opposing lawmakers, as well as many law enforcement organizations, have charged that the bill leaves police officers at the risk of being denounced due to revenge against being the arresting officer, as well as bias concerns on the decertification board due to it being mostly members of the public.

“It is grossly unfair,” said Republican Assemblyman Kelly Seyarto (R-Murrieta) on Friday. “None of the other 46 states [with decertification boards] have a similar composition. None of them are this lopsided.”

I don't even know what "due to revenge against being the arresting officer" is supposed to mean. And the Assemblyman's comments do nothing to clarify the complaints. All it does is amplify the outrage officers are apparently feeling in response to being forced to be both accountable and transparent while collecting paychecks written by the public.

If you can't handle the heat, give up your pensions and GTFO of the kitchen. It's time cops were given as much scrutiny as retail workers. If they can't handle that, they've got plenty of options in the private sector.

"Law enforcement officers are becoming increasingly more ignorant of the law. Either that or they're purposefully abusing their power to retaliate against members of the public that exercise their constitutional rights or both."

Rockford Detective Joshua Grover Arrested for Child Porn

Rockford Police Detective Joshua Grover was arrested at his home in Roscoe this week on child pornography charges. He faces three counts of possession of child pornography featuring a victim under the age of 13. He has been placed on administrative leave, but we are not sure if he will be paid while on leave. Unfortunately administrative leave usually means paid leave, but states have been rectifying that with new laws that disqualify officers placed on leave due to pending criminal charges from getting paid. We just are not sure if Illinois is one of them, so we will be looking into that. He is currently being held in the Winnebago County Jail without bond.

Grover's neighbor spoke out against him to the local press (see video below). She told WTVO that she thought Grover was a family man because she would often see him taking walks with his kids. When police raided his house she was worried that something happened to his family. When she learned why Grover was arrested she said it made her sick to her stomach "thinking you know someone.. but do not."

According to public records, Joshua Steven Grover is a 45 year old resident of Roscoe, Illinois. His last known address is xxx Xxxxxxxxx Xxxx. We are exempting his address from our usual courtesy of censoring home addresses of cops because he is charged with sex crimes against minor and we think people in the area need to know which house to keep their kids away from. Please do not use this information for any unlawful purpose.

No Jail or Public Sex Offender Register for Officer Who Solicited a Child for Sex While On-Duty

Genesee County, MI — Benjamin Reinhart, a disgraced officer with Genesee County received some great news this week. Despite being caught up in a child sexual trafficking sting, he won’t have to go to jail and he won’t have to register publicly as a sex offender.

Reinhart was “sentenced” this week as part of a plea deal, to just five years of probation. The Genesee Human Oppression Strike Team, or GHOST, caught the officer in April attempting to lure a child for sex. He was on duty at the time.

Despite facing multiple charges, Reinhart was given a sweet plea deal for pleading guilty in August to a single count of using a computer to commit a crime and one count of misconduct in office.

In exchange for his guilty plea, the charges of child sexually abusive activity and children accosting for immoral purposes, were thrown out. Prior to his plea deal, this sexual predator was guaranteed that he would have no jail time as well as a cap of six months on a jail tether.

For those who may not know, “tether” is an electronic monitoring device that allows parole officers to monitor and enforce curfews and other conditions of community supervision for those released from jail or on house arrest.

Despite attempting to lure a child for sexual abuse, Reinhart will also not have to register publicly as a sex offender. He will only be placed on the non-public sex offender registry.

According to mlive, Reinhart was arrested and fired from his position with the Genesee County Sheriff’s Office in April after he allegedly exchanged messages with an undercover officer posing as a 15-year-old girl online, Genesee County Sheriff Chris Swanson said during an April news briefing.

Swanson told reporters that Reinhart had sent 446 messages to the undercover officer he believed was a child, attempting to groom her. He also sent 118 messages and six sexually explicit images while he was on duty and demanded the same in return.

Apparently, prosecutors don’t think he is a threat to society, so he is back in it — a free man.

Imagine being okay with not giving this predator any jail time. Imagine thinking that it is fine for the public not to know about his attempts to lure a child for sex. Then, imagine that these same people will lock you in a cage for years for being caught with arbitrary substances.

In this same state, countless people are rotting in a cage for possession of a plant. One of those people is Rudi Gammo who was charged in 2018 with operating a medical marijuana dispensary before voters approved of legalizing adult use of marijuana.

He was literally helping people, giving them medicine that they needed and because of a minor technicality in the law, he was thrown in a cage and is still serving a five and a half year sentence. He never hurt anyone and marijuana is now legal both medically and recreationally in the state.

“I’m in here under the pandemic. Everyone else is doing the same thing that I did years ago. I’m paying the price for it. My family members are the victims. My family is struggling without me. My son has leukemia,” Gammo said in a phone interview earlier this month with ClickOnDetroit. “Even if I have to stay here, as long as I know I got those people supporting me, I can’t ask for nothing more.”

When child predator police officers receive no jail as completely innocent cannabis farmers and distributors rot behind bars, it may be time to rethink the justice system in the land of the free.
