Police: 17 wounded in New Orleans parade shooting

NEW ORLEANS (AP) — Gunmen opened fire on dozens of people marching in a Mother's Day second-line parade in New Orleans on Sunday, wounding at least 17 people, police said.

Police spokeswoman Remi Braden said in an email that many of the 17 victims were grazed and most of the wounds weren't life-threatening. No deaths were reported.

Police Superintendent Ronal Serpas told reporters that a 10-year-old girl was grazed in the shooting around 2 p.m. She was in good condition. He said three or four people were in surgery, but he didn't have their conditions.

Officers were interspersed with the marchers, which is routine for such events. As many as 400 people joined in the procession that stretched for about 3 blocks, though only half that many were in the immediate vicinity of the shooting, Serpas said.

Police saw three suspects running from the scene in the city's 7th Ward neighborhood. No arrests had been made as of late afternoon.

Second-line parades are loose processions in which people dance down the street, often following behind a brass band. They can be impromptu or planned and are sometimes described as moving block parties.
A social club called The Original Big 7 organized Sunday's event. The group was founded in 1996 at the Saint Bernard housing projects, according to its MySpace page.

The neighborhood where the shooting happened was a mix of low-income and middle-class row houses, some boarded up. As of last year, the neighborhood's population was about 60 percent of its pre-Hurricane Katrina level.

Police vowed to make swift arrests.

"We'll get them. We have good resources in this neighborhood," Serpas said.

Cops name suspect in Mother's Day shooting

Police late Monday identified a 19-year-old man as a suspect in the shooting of about 20 people during a Mother's Day parade in New Orleans, saying several people had identified him as the gunman captured by surveillance camera videos.

Police Superintendent Ronal Serpas said officers were looking for Akein Scott of New Orleans. Serpas said it was too early to say whether there was only one shooter.

"We would like to remind the community and Akein Scott that the time has come for him to turn himself in," he said outside police headquarters. "We know more about you than you think we know."

The mass shooting showed again how far the city has to go to shake a persistent culture of violence that belies its festive image. Earlier, police announced a $10,000 reward and released blurry surveillance camera images, which led to several tips from the community.

Serpas said a SWAT team and U.S. marshals served a searched warrant at one location looking for Scott, but didn't locate him.

Angry residents said gun violence -- which has flared at two other city celebrations this year -- goes with the city's other problems such as poverty and urban blight.

Video released early Monday shows a crowd gathered for a boisterous second-line parade suddenly scattering in all directions, with some falling to the ground. They appear to be running from a man, who is in a white T-shirt and dark pants and turns and runs out of frame.

"I saw the guy on the corner, his arm extended, firing into the crowd," said Jarrat Pytell, a medical student. "He was obviously pointing in a specific direction; he wasn't swinging the gun wildly," Pytell said.

Police said Scott has been arrested on charges of illegal carrying of a weapon, possession of a stolen firearm, resisting an officer, contraband to jail, illegal carrying of a weapon while in possession of a controlled dangerous substance and possession of heroin. It was not immediately clear whether he had been convicted on any of those charges.

Three gunshot victims remained in critical condition Monday, though their wounds didn't appear to be life-threatening. Most of the wounded have been released.

Last night, 100 to 150 people gathered for a unity rally and peace vigil in the wake of Sunday's shootings. Some residents stood in their doorways or on their steps. Newsday.com

Two brothers charged in New Orleans parade shooting

Shawn Scott, center, who with his younger brother Akien is accused of the
Mother's Day second-line shooting which injured 20 people, is taken from
the 5th District Police Station to Orleans Parish Prison in New Orleans on
    Thursday, May 16, 2013.

Two brothers who belong to a New Orleans gang were charged with opening fire at a Mother's Day parade in New Orleans where 20 people were shot, police said Thursday.

Sunday's shooting at a crowded parade filled with families shocked the Big Easy, which is struggling to overcome what mayor Mitch Landrieu described as "the relentless drumbeat of violence" on its streets.

Most of the victims escaped with non-life threatening injuries after they were grazed by the bullets sprayed into the crowd, but two 10-year-old children were among those shot.

"We are going to do what we have to do to protect our culture and our great city," Landrieu vowed at a press conference. "We will not bow down."

Akein Scott, 19, was booked into custody at about 3 am Thursday on 20 counts of attempted murder. His brother Shawn Scott, 24, was arrested later Thursday on the same charges, police said.

Four other people were charged with obstruction of justice and "accessory after the fact" for helping Akein Scott hide from police even though they knew he was the subject of a massive manhunt.

"We believe Shaun and his brother Akein are associated with the gang Frenchman-Derbigny Boys," New Orleans police chief Ronal Serpas said.

"Shawn has a lengthy record and has demonstrated his contempt for the people of New Orleans," he added.

Shawn Scott was on probation after serving time on drug charges and warrants were already out for his arrest on unrelated weapons and drug charges. Police found cocaine and heroin when they arrested him.

Akein Scott was out of jail on a $15,000 bond at the time of the shooting after pleading not guilty to charges of illegally carrying a weapon last month. He had also been charged with resisting arrest and heroin possession, according to the Orleans parish sheriff's department.

He had previously been arrested last year for possession of a stolen weapon, but the charges appear to have been dropped. AFP

If you take "Mother's Day" out of the headline, this really isn't anything out of the ordinary.
