Pay your past due parking tickets and they'll remove the "boot".

There is a shift lock somewhere. Jiggle the shifter around, hit it once or twice with a hammer.
If that doesn't work change the blinker fluid.

this also worked for me...they are tricky to get out so you'll have to buy the special anti-seize muffler bearing wrench #WTF230055596664...they have them at Wal-Mart next to the fried onions!

The shift lock has a contact in there that can easily corrode especially on Honda accords. If it is all gunked up no current can get through to let the computer know that the key is in the ignition. Remove shift handle and that flimsy plastic thing. Remove the plastic thing with the D, 2, P on it so you can get down in there to remove and clean the contacts. Then you should be good to go.

This worked thanks Emily. But now I have to do this each time I start the car. Is this expensive to fix?

I have a 1994 Accord, barely any rust and runs like a dream. But yeah I often have to wiggle the key, I havent been stumped yet but my wife is weary of using it.
