I can't find a consistent definition of 1-2-5 Congress. My understanding is it is 5-card Omaha, but is it always a hi-lo game? Or does the game have to specify whether it is hi-lo?

From what I know Congress is typically meant to refer to 5 card Omaha hi-lo (maybe because congress is always split politically? No idea of the origin, just a thought.) If you're in a position to specify which it is I'm sure it wouldn't hurt. If it's being offered somewhere and doesn't say otherwise, I'd definitely expect the game to be O8
