    My guess would be to manage resources. Infrastructure and staff at full capacity so they choose to focus on keeping the good ones they have. And if you have a massive database of players a domain like sportsbook.com would have generated over the years, working that instead of having to risk assess every new account might make more money than bringing in new players.

    The slow pay time period probably chased away some of the bigger sharps. Maybe it was a way of cleansing the herd? If they have a gene pool with little sharps / that is probably ok to balance the action a little / not get into their profit margin a great deal. They probably win every day now.
