Defensive penalty at end of half(football)

As we know...ncaa/nfl rules state half can not end on defensive penalty. Is there any exception to this?

Ex. Last play 2nd quarter and pass is intercepted with no time left(change of possession) and during the int return there is an accidental forward pass which just falls to the ground in an attempt to lateral.

Would this draw a flag? If so, if this penalty is called, can the half end since it was a change of possession?

Sorry for the long read. Thanks in advance.

just a guess but if it's on an offensive TD then i think itd be something enforced on the opening kick off of the 2h

If after enforcement of the penalty, the team who committed the penalty would still have the ball, then the half is over. Look at it from this perspective and it should clear up any questions.
