Osama- we helped him when the Soviets attacked Afghanistan, Soviets obviously didn't take over. We may have mismanaged after that a bit, but we did help them. Then of course, 9/11 kinda sent us over the edge with that terrorist.

Saddam- invaded Kuwait. Proceeded to get his ass beat by a coalition of armies. Refused to cooperate with the Weapons Inspectors, and shot at US warplanes in the no-fly zone many times. All he had to do was cooperate, and we wouldn't have taken him down. Also used chemical and biological weapons on thousands of people.
