    I have a friend in HK, he must use VPN for some specific websites but he's not going to get arrested or anything like that. It's not exactly legal but not illegal either as far as I know.

    HK is VERY different to mainland China by the way.

    On the horse racing, yes. The take depends on the kind of bet, but in between 17.5 and 24%. They do give 10% rebate on losing Win, Place, Quinella and QP bets of HK$10k+. (US$1.2k)

    On the football it is fixed odds! If you ever see any interesting bet, let me know, because one can bet real big with them!

    In HK gambling on any other website on the internet is forbidden, however nobody has ever been prosecuted.

    Hong Kong is now part of China. Online gambling is illegal but not heavily regulated as of yet.
