While technically anyone in control of a ship can be referred to as captain, the bars on his uniform would indicate that Crunch is, in fact, a Commander.

If we can't trust Commander Crunch (real name Horatio Magellan Crunch) to even be honest about his title, what else has he been dishonest about?
