technically WH are not stealing, they are keeping OP's money hostage for over 2 months and counting. how long is their "investigation" going to be? months ? years ?
Once again, if they have any evidence, when is the verdict?

WH doesn't conduct an investigation.
That's the job of the relevant authority they report their suspicion to!
