I have a couple reasons why:
-Liriano had an unreal game last game at home. Otherwise, he has been dreadful at home this season...
-There is heavy public money on him (likely based partially on his previous performance)
-Despite this public money, many books have lowered the line for Minnesota 3-7 cents. While this doesn't necessarily signal a big Reverse Line Movement, it does make the line more attractive to late public bettors who will likely see a lot of value in a hot Twins team with Liriano on the mound who was unconscious last game.
-Dustin Moseley has had many consistent solid outings this season and I think today could be the day the Padres finally ink a win after losing the last 4.
The main reason is the line behavior. The line looks very attractive for Liriano and could bring a lot of money on the Twins for the books based on Liriano's recent performance.
That's basically my stream of thought on the game...lets hope it produces...
