Sites that don't take "Sharp money"

What does it specifically mean when a site does not take "sharp bettors"?

I'd imagine a "sharp bettor" according to the books is anyone who wins. If you only place square, donkey bets on huge faves but always win and are up a hefty sum, they will call you a "sharp", even though you are anything but. If you truly are a sharp bettor and bet the good numbers and somehow just can't pick winners, and you lose a hefty sum, they will gladly keep booking your action.

Some books say they are only opened to "RECREATIONAL players". I guess that could mean if you win, you are a PRO and we won't accept you.
