    It is not the # of police on the streets that is the problem.
    First, it is the thin blue line that protects the bad apples.
    Second, it is the officials who negotiate the union contracts and get their ass handed to them.

    There is no simple solution, but there is a playbook from Camden, N.J.
    Seven years into a complete reboot and overhaul, crime is down approximately 50%.

    Regular police have been getting huge overtime, tons of "detail" work, to the point of making 3,4 and sometimes 10 times what a tenured teacher makes in the same city. Not gerat, Bob.
