Deregulation had a lot to do with that. In 1933 the US passed the "Glass-Steagall Act" in direct response to the great depression and the causes of it. In 1999 The Gramm-Leach-Bliley Act was passed and the last wall of Glass-Steagall fell. There were other acts and laws passed drung the 80-90's but Gramm-Leach-Bliley was the last barrier. Banks could be insurance companies and buy and sell credit default swaps at will 7-8 years later and we were back on the brink of another great depression.

You can't blame it all on Reagan, Bush I, Clinton or Bush II. You can't even blame it all on the office of POTUS. It's congress it's the lobbyists and the system that allows them to operate. The people who decided to treat their homes like cash cows to buy new toy they couldn't afford are to blame too. And the voters who keep electing the people that took us down this fukked up road.
