Conditions are you can't have an advantage. So you can join with a streak of higher than 3 as long as it isn't active and wouldn't be winning at the time you joined.

D, they fixed it much later. At about 5:20 PM, they corrected it. I've been using my computer so I was checking there. You can see the message boards too, it was fixed well after 5 PM
