In theory they could design the rear of the cars to produce a turbulent wake that would spoil the airflow for a following car going into a turn. Aside from that, I don't really see how you can ban taking advantage of aerodynamics.

The rear car eliminates the wake completely from the front car and there's no wind resistance on the front of the rear car. It's one continuous streamline flowing from the front bumper of the front car to the tail of the rear car.

Drafting occurs in any speed sport to a certain extent. the olympic speed skaters are all tucked behind each other, and letting the leader break the wind for them. The cyclists in the tour de france are drafting.

The drafting is not something you can eliminate, unless you want the cars to run at very low speeds and never pass each other.
