It doesn't matter if the house edge is 1%, 3% or whatever it is, it isn't "fair", it simply means you are certain to lose 1% or 3% or whatever of your money over time, and there's absolutely nothing you can do do about it. There's nothing "provably fair" about it at all, the game is programmed to be guaranteed to take your money over time. When you see casinos say they are fair and they don't rig games as they have just 3% margin or whatever on this or that casino game, that doesn't mean it's fair and doesn't mean it's not rigged, it's obviously rigged, rigged for you to be guaranteed to lose 3% of your money over time, and that's not "fair" or "provably fair" or any of that kind of crap that is spouted out, it's fixed for you to lose money with no way of using skill or knowledge to overcome that margin, and any game that falls into that category is rigged, it's as simple as that.
At least sports betting and some other forms of gambling give you a chance to be good enough to be a long term winner, but playing on casino games and other similar forms of guaranteed loss gambling is completely dumb, as there is absolutely nothing whatsoever you can do to stop the fact that you are guaranteed to lose on these games in the long term.
Anybody who bets on such games where you are absolutely guaranteed to lose in the long term is completely and utterly stupid.
