Costa Rica's seasons are defined by how much rain falls during a particular period and not to the four seasons in the Northern Hemisphere. The year can be split into two periods, the dry season known to the residents as summer, and the rainy season, known locally as winter. The "summer" or dry season goes from December to April, and "winter" or rainy season goes from May to November, which almost coincides with the Atlantic hurricane season, and during this time, it rains constantly in some regions.

I had a paper route when I was a kid. The only way that I made more than minimum wage was if I ran as fast as I could from house to house.

If you speak English, you'll be making a minimum of $1k per month at a call center.

To me, there's 2 classes of locals here: Regular ticos and Americanized ticos. The rates you posted about are what regular ticos make. Americanized ticos make much more than that. They speak English, they work for multinational corporations, they drive expensive cars and live in expensive houses.
