Desantis has, from day 1, deferred to the Counties.

Florida is a very diverse state. There is no "one size fits all" approach that would work or make any sense.

Central Florida is not Miami is not the panhandle is not SW Florida.

The Counties can impose any mandates they desire.

To say Desantis is a tyrant or running a dictatorship is just utterly ignorant and stupid, void of fact and devoid of the meaning of the term tyrant or dictator.
