    Lucas Paquetá hasn't been banned or arrested. He has been charged by the football authorities. He has 10 days to respond. The bets on him playing for West Ham originated from Brazil. The football authorities will need to demonstrate contact between Paquetá and someone involved in the betting.

    Sports authorities don't control how sportsbooks operate. There is too much money involved in the prop bet market for it to be closed. Any sportsbook that voluntarily exited the prop bet market would be cutting its own throat.

    in Germany, licensed books are not allowed to offer bets on cards, penalties, throw-ins etc. So in regulated markets, authorities can control stuff like this to a certain extend, if they want to.

    I wouldn't dispute that. I would simply say that betting on football in Germany isn't under the control of the German football authorities. Also, betting authorities can only enforce regulations upon sportsbooks that have local licenses. They have limited impact on 'offshore' sportsbooks that operate from outside Germany.
