    You're allowed to "Horse Collar" the quaterback in the pocket???

    Why is it OK to do that to the QB, but no one else????

    maybe the rationale is that since he is not running down field but just sort of stationary in the pocket, that the injuries that led to the horse collar becoming a penalty would not happen

    also, many times a lineman is blocked in such a way that he has one hand free and is just grasping out trying to grab anything while being jostled, so he has little control of where his hand ends up
