you can lower it to 18, but then massively increase the penalties for providing alchohol to underage kids.

high school is the issue with lowering the age.

I worked in a liquor store for 2 years. I say abolish the age limit and let you file for a permit after passing a series of intelligence and social behavior tests. Instead of showing ID at the counter, you have to show a public decency permit.

I agree that alcohol has gotta stay out of public schools.

But, increasing penalties is not going to help.
Nobody wants to sell minors as it is, and in most states, the punishments are already harsh enough.

The kids are using fake ID's and are way ahead of everybody.
Most fakes are impossible to detect, anyways.
The days of when kids altering their ID's are now over, they know that doesn't work.
The easiest one they use is a sibling that's old enough. They usually look just like them and you can't tell the difference. Theirs a few other ways they get by.
Blaming the establishment is not solving the problem at all, it just harasses them and some of them turn out to be complete dicks to people that are in their 40's and 50's because of the paranoia behind getting caught.

Kids in the US are too irresponsible to drink any earlier than 21. Leave it.
