The Bill of rights states the limits on Government & expresses absolute rights, bestowed by GOD not government.

Criminals have guns now. Enacting strict gun laws does ONE thing. It kicks these criminals in the ass when they are caught with a gun. We need to heavily punish ANYONE using a gun. That's a great start. You use a gun to commit a crime? Your ass is buried underneath the jail. Pretty soon criminals get the hint not to carry a gun around. Commit a crime with a gun?
