How is it a failure if he is dead? Guys are going to protect their own asses #1. They aren't going to jeopardize their own lives if the kid has shit wired up to himself, etc.

And I suppose all our of sleuths on here could have found a guy pinned down under a boat cover with no problems in a large neighborhood.

Lets be clear, the authorities locked down a major city. Over 5 million locked down, and they could not find him.
