so I was off by a lot...still paid more but not that much

1) $90 win (2%)

2) 9-2 (18%) so 18/98 (100-2) =5.5

5.5 * 90 =495 exacta

3) .9= 53%/80% = .66+1=1.66 *495 =822 triple

what it should pay based on formula.. they usually pay significantly more and especially with a bomb on top

Not sure. Races were off the turf and maybe they had too many scratches and could not fill the fields. Or maybe the weather like you said.
