He is implying that he couldn't curb his degenerate ways after requesting a payout and lost all the money that was waiting to be pulled out. And every book doesn't take money out of your account as soon as you request a payout, since they need some time to process it. BTJ is just a losing degenerate who blames others for his continued losses in betting.

You are correct here. This is very true. And all of the books that fall under this category are garbage books.

It shouldn't take more than 24hrs to remove the funds from the account during business days.

I understand that there may be an occassional delay. However, those books that consistently stall are the garbage books.

That is true, but I also have the self-restraint to not bet once I have requested a payout, so I've never had problems in those situations.
