He means lines that are off a bit...but in the case of the books he mentioned that is not "opiniated", it's just to rip off the squares of the world.

the bookie has an opinion rather than just copying and reacting to bets so is prepared to stand the player/team/line he doesn't like for a sizeable amount ... very rare in the online world

BetPhoenix and 5d are "opinionated" from time to time, in that they will show a reduction in the juice on one side or showing a half point change before most anyone else (aside from Cris/Pinnacle)..BoDog heavily leans towards the fave consistently
