Its crazy but if you spit or cough on someone purposefully these days, it is considered a terroristic threat. If it occurred in a state that is under emergency lock-down/stay-at-home, the penalties (jail/fines) are even larger than non-emergency periods.

This women will likely be jailed, have to post bail for the terroristic threat, and go to court once CV clears up. With the video, I doubt the court will be lenient with her.
