For exchanges, Betfair is you really all you need. If you're in a restricted country for the main site, I think there may be a way to access it through one of their skins. The only problem with Betfair is the dreaded Premium Charge. I used Betdaq in the past, but they restricted my country some years ago and I haven't found a way back on. Betdaq liquidity was always a bit paltry for USA racing anyway so it wasn't too big of a loss. I know Fairlay has horse racing markets, but the USA markets don't seem to be too active from what I've observed. They might be ok for racing from other countries like UK.
For rebates, I thought BOL was 7% which is solid. I think 5dimes has a 10% winning ticket bonus option for Win and Exotic Tickets or a rebate option that can be as high as 9% on exotics depending on track. Neither book takes kindly to sharp horse action though so will restrict your racebook action if they perceive you to have an edge. I burned through most of the non-parimutuel offshore racebooks a long time ago and just put my action through parimutuel outlets now. If your betting volume is over a million per year, you should be able to negotiate rebates higher than what places like 5dimes or BOL offer and you don't have to worry about max payouts or odds caps on big tickets. Even if you wager less than a million, say 500k/year, you can get parimutuel rebates on par or better than the offshores.

I have noticed that BOL must of changed horse race provider as limits are extremely high and many new tracks including international plus they have 10 cent base supers and 50 cent pick 4 / 5
I am giving them more action now....does anyone know though if BOL pays consolation tickets on pick 5 or 6
on top of the 4 of 5 and 5 of 6 payout per track payouts on top of the 6 of 6 payout
