Utah/Atl over and Mil/NY under

I'm wondering if the books are setting the general public up in these games. Pretty high percentage on the Utah/Atlanta under, and even more on the Milwaukee/New York over. Numbers are plummeting on one end and skyrocketing on the other. I'm thinking the play is to go against the public, because Vegas is going to clean house when the opposite happens.
