Correct, although if you're on a delay, that screen may well pop-up once the delay has elapsed.

but are you saying that you don't believe books turn players away either by banning (rare), or by putting on delay and limiting (very common)?

yes that's correct I'm sure but that isn't my modus operandi yet I've been limited at lots of places
